For many installations, we have developed custom I/O device drivers to interface with plant specific Distributed Control Systems. MAJOR PROJECTS
o City of Beaumont Wastewater Treatment Plant, CA: Currently working on the design and implementation of the control systems for the city-own waste treatment and handling processes – Phase 1A. JDL Design is contracted by the City of Beaumont to oversee ALL instrumentation and controls aspect of the project. The areas of responsibility include procurement of instrumentation, communications and PLC equipment, preparing panel wiring diagrams & loop drawings, working with a local panel shop to design and fabricate control panels, PLC and SCADA programming, documentation, and start-up/commissioning.

Since the beginning of 2003, JDL Design has been involved with this project in the following areas:

  • 17 new and existing remote lift stations.
  • Design & build an infrastructure of TCP/IP network over Ethernet radios to communicate with remote stations via Modbus/TCP.

o City of Anaheim Potable Water Treatment Plant, CA: Currently working with the City of Anaheim Water Operations as system consultants. We have the contract to maintain and upgrade all instrumentation and controls related projects. Our responsibility includes development of new well sites, reviewing contractor’s drawings, specifications and standards, PLC logic development, SCADA, Radio Telemetry, Fiber Optics networks, surveillance cameras.
o AES Huntington Beach, Power Generating Station, CA – 1100 MW: In 2002, JDL Design was selected as one of the DCS and PLC programming contractors to support this large $250 Million Dollar Re-Powering Project. As a subcontractor to ELC Electric and PMSI, JDL Design successfully converted the existing pneumatic combustion control system, and the conventional balance of plant controls and electrical controls systems to a digital DCS and PLC control system. Critical Controls: Siemens APACS DCS, Balance of Plant: Allen Bradley SLC505 PLCs.
o AES Huntington Beach, Power Generating Station, CA – 1100 MW: Since 1999, JDL Design has been selected as the preferred provider for all SCAQMD environmental monitoring and control projects at this 1100 MW power generating station (formerly owned by Southern California Edison). We design, build and maintain a large array of Allen Bradley PLC SLC505 based Continuous Emissions Monitoring Systems and DCS Bailey Infi-90 SCR NOx Reduction Control Systems to comply with EPA Acid Rain, 40-CFR Part 75 and SCAQMD 2012 requirements.
o AES Alamitos Power Generating Station, Long Beach, CA – 2300 MW (Largest Non-Nuclear Power Plant in California): Since 1999, JDL Design has been selected as the preferred provider for all SCAQMD environmental monitoring and control projects at this large power generating station with 2300 MW of generating capacity (formerly owned by Southern California Edison). We design, build and maintain a large array of Allen Bradley SLC505 PLC based Continuous Emissions Monitoring Systems and Modicon Quantum PLC based SCR NOx Reduction Control Systems to comply with EPA Acid Rain, 40-CFR Part 75 and SCAQMD 2012 requirements.
o AES Redondo Power Generating Station, Redondo Beach, CA – 1450 MW: Since 1999, JDL Design has been selected as the preferred provider for all SCAQMD environmental monitoring and control projects at this large power generating station with 1450 MW of generating capacity (formerly owned by Southern California Edison). We design, build and maintain a large array of PLC based Continuous Emissions Monitoring Systems and Modicon Quantum PLC based SCR NOx Reduction Control Systems to comply with EPA Acid Rain, 40-CFR Part 75 and SCAQMD 2012 requirements.
o AES Placerita Power Generating Station, New Hall, CA - 100 MW: Since 1999, JDL Design has been selected as the preferred provider for all SCAQMD environmental monitoring projects at this power generating station. We design, build and maintain an Allen Bradley PLC-5 PLC based Continuous Emissions Monitoring System to comply with SCAQMD 2012 requirements.
o Chevron USA, El Segundo, CA: JDL Design successfully designed and implemented a network of 5 DEC Alpha 3000 Open VMS computers controlling the plant environmental compliance and emission inventory system. This project required interfacing with 22 existing Allen Bradley PLC-5/40E PLC’s. During the second phase of this project, we had successfully upgraded the DEC Alpha 3000 systems to Windows 2000 Servers running US Data Factorylink ECS version 7.0
o City of Bakersfield Wastewater Treatment Plant: Designed and implemented the entire control system for the Plant II Upgrade and Expansion Project - Specification by Boyle Engineering. Phase I involved programming of four Modicon Quantum 113/3 PLC’s and five Remote I/O drops to control 12 process areas. Phase III involved the development of two redundant Intellution Fix Dynamics Servers and four view nodes to interface with the PLC’s for control, display and report generation. JDL Design was working as a subcontractor to Sachs Electric/Brown Automation of Hesperia, CA.
o City of Chandler, AZ Water Distribution: Implemented a network of 28 Modicon Momentum PLC’s and 2 redundant Quantum 113/3 PLC’s on a Modbus Plus Highway for potable well sites. Worked with end-users to design custom logic and graphic screens per their specifications using Intellution iFix software. Interfaced with the existing Foxbro I/A DCS via Modbus RTU to exchange daily set points and usage.
o City of Fresno Waste Water Treatment Plant: Prepared SCADA and PLC Design standards for the Fresno Waste Water Treatment Plant project team. Categorized equipment based on I/O and operator interface requirements. Once equipment information was categorized, standards were developed for MMI faceplates, PLC programming, documentation, loop identification and equipment control narratives.

KEY PERSONNEL
JDL Design has a team of engineering professionals with extensive experience in the instrumentation and control field. As such, we are dedicated to provide our customers with the highest level of quality services.
Project Manager/Engineer: Mr. Don Le has over 20 years of experience with industrial process automation and integration field. His technical capabilities include strategic planning, project management, design and implementation of many advanced control engineering projects. In parallel with his strong engineering capabilities, Mr. Le is also an expert in the programming of many PLC and DCS systems, an excellent designer and software developer with an in-depth knowledge of the advanced CAD packages such as Bentley MicroStation and AutoCAD 200x. He had in the past developed several Add-Ins tools to be used from within the Bentley MicroStation environment to enhance the productivity of the software. These MicroStation Tools were used to automatically generate and document over 4000 loop drawings for the City of San Diego WWTP COMNET project. Education:  Electrical Engineering, University of Iowa.
Prior to founding JDL Design in 1998, Mr. Le was employed at:

At these companies, Mr. Le gained tremendous field knowledge as he was involved in numerous projects at many power generating stations as a field start-up controls engineer. Highlights of these projects are:
Ultrasystems , CA: Responsible for the daily operations of company’s owned small power generating facilities including the Micro Cogeneration division. This division was later sold to Micro-Cogen, Inc. of San Diego, California. 1988.
Micro-Cogen , CA: Worked as field service engineer to perform ALL troubleshooting and repairs at sereral Micro-Cogen’s owned small power generating stations ranging from 150 KW to 1.5 MW for commercial facilities such as schools, hotels and hospitals. 1989 to 1990.
SCE El Segundo Generating Station, CA: As a member of Edison field service group, Mr. Le was a key player in the successful engineering & start-up services to convert pneumatic and electrical control systems to new Bailey Infi-90 DCS. 1991.
Potomac Electric Power Company (PEPCO) Generating Station, La Plata, Maryland – Precipitator Control System Upgrade: Start-up service to upgrade 32 Research Cottrell Automatic Voltage Controllers and SO3 Removal Control System using Castlet PLC and USDATA Factorylink HMI. 1995
AES Huntington Beach, Power Generating Station, CA – 1100 MW: In 2002, Mr. Le, together with Mr. Chuck Diamond, lead the JDL Design team to working on the extremely critical tasks of programming of the new DCS & PLC control system for this highly visible re-power project. As a subcontractor to ELC Electric and PMSI, JDL Design successfully converted the existing pneumatic combustion control system, and the conventional balance of plant controls and electrical controls systems to a digital DCS and PLC control system. Project Engineer: Mr. Greg Russell, PE has over 25 years of experience with electrical power and control systems. His knowledge includes high voltage, electrical power distribution, circuit protection and electrical controls. Mr. Russell is currently overseeing all electrical design for the water and waste water treatment projects in the Inland Empire area. Education: BS Electrical Engineering, San Diego State University.

Senior Systems Engineer: Mr. John Salverda has over 25 years of experience with PLC, computer programming and custom database modeling. He is currently an authority on the US Data Factorylink software and has developed numerous SCADA/DCS applications for many power plants, refineries and breweries. Mr. Salverda serves as the senior controls engineer for all major projects. Education: BS Computer Science, Cal Poly Pomona, CA.

Control Systems Engineer: Mr. Robert Cannon has over 30 years of experience with industrial process control, instrumentation and PLC system automation. Currently, Mr. Cannon is JDL Design’s project manager for all major CEMS upgrade projects in the Los Angeles area.

Controls System Specialist: Mr. Ray Hall has over 25 years of experience with industrial process control, instrumentation and automation. Currently, Mr. Hall serves as JDL Design’s Sr. Field Controls Specialist. He is responsible for the inspections of all preliminary designs, implementation and final construction SCADA projects.
Prior to joining JDL Design, Mr. Hall was part of the Southern California Edison technical services group where he worked on many important projects at power generating plants throughout Southern California for over 20 years.
